nieuwegeinQNH has implemented a Document Management System (DMS)/Record Management Application (RMA) for the Municipality of Nieuwegein on the basis of SharePoint 2010. What is special about this implementation is that it has been verified by ECB and complies with the requirements of ‘NEN2082 in use'. It is the first time that a Dutch company has completed an implementation of a DMS/RMA whereby the implementation also met the requirements of the standard.

Among other things, the system digitises all mail flows of the Municipality of Nieuwegein. QNH has extended Sharepoint with a number of unique additions, so that the system provides solid support for the day-to-day operations and functions in accordance with the NEN2082 standard. Ine Verstappen, Document Manager for the Municipality of Nieuwegein: "This SharePoint 2010 solution in compliance with NEN2082 ensures that from the start of a process our archive documents are secured and controlled using mostly digital technology. This means our employees and clients will have reliable digital documents available at any time, during and after the process, as long as it remains a legal requirement. QNH has been a tremendous help in translating our vision into this solution. This allows us to take a big step toward digital, process-oriented archiving."

The NEN2082 audit was carried out by researchers from ECB Nederland BV. "It is unique for an audit to show us that the implementation of the SharePoint DMS/RMA completely complies with the requirements of ‘NEN2082 in use'. SharePoint is an ECB NEN2082-certified product. In the ECB implementation audit the functional choices and methods within the DMS of the Municipality of Nieuwegein are verified. This is an informative and practical audit. It provides demonstrable certainty about the information management within the municipality. It is an essential step toward achieving the authorisation for a Substitution", says Mr. Benedikt Marijnen, (administrative law) lawyer for ECB.

On the night of Thursday 25 March 2010 the Nationale Thuiswinkel Awards will be presented for the ninth time at the Grand Hotel Huis Ter Duin in Noordwijk aan Zee.

kccQuickscan QNH assists municipalities with concrete actions and recommendations

When setting up a Customer Contact Center (KCC) in the context of the E-Overheid (E-Government) programme, information and communication technology is not the most important factor. This is the conclusion that 15 Dutch municipalities arrived at during a seminar organised by QNH on the subject of structuring a KCC.

The KCC serves as a ‘lever' to structure various aspects of the E-Overheid. Municipalities indicate they are struggling with the question of how the KCC can be set up in a pragmatic and phased manner. The improvement of the service provision has a major impact on the entire organisation, whereby cultural changes and behaviour play an important role. Important challenges are getting and keeping employees involved and guaranteeing the cohesion between the many initiatives and projects.

QNH developed a Quickscan that delivers valuable insights, improvement points and accompanying actions. Based on these actions municipalities can get the KCC project back on track and successfully complete it. The QNH approach ensures that the KCC is operationally sound, so that municipalities can effectively and efficiently service their citizens, companies and institutes.

rwsOn Wednesday 17 February the Ministries of Transport, Public Works and Water Management and Finance have announced the provisional awarding of the contract for the hire of ICT specialists.

As partner in the consortium, QNH is among the selected parties. In addition to QNH the following companies are taking part: Siemens IT Solutions, ARS, Grontmij, Arcadis, Goudappel Coffeng, Advin and VORtech.

The project will have a maximum duration of four years. Furthermore, the awarding authority has the right to have other parts of the Central Government connected in the context of the Shared Service Centers.
